She then went on to serve as the Assistant Director of Planning and Development for the City of Winston-Salem. In this role, she was responsible for the planning and development of the city's downtown.

In her current role as Director of the City of High Point, Dunbeck is responsible for the overall operations of the city. She oversees the city's budget, manages city departments, and provides leadership for the city's employees. Under her leadership, the City of High Point has made great progress in improving the quality of life for its residents.

She is responsible for the city's day-to-day operations, and oversees all of the city's departments. Sandy is a High Point native, and graduated from High Point University. She is an active member of the community, and is a member of the High Point Rotary Club.

Prior to her current role, Sandy served as the assistant city manager and chief financial officer for the City of High Point.

Sandy is currently the city manager for the City of Raleigh, but prior to that she served as the assistant city manager and chief financial officer for the City of High Point. In her role as city manager, Sandy is responsible for the day-to-day operations of the city and oversees a staff of nearly 2,000 employees. Prior to her work in High Point, Sandy served as the assistant city manager in Greensboro and as the budget director for Wake County.

Sandy has a bachelor’s degree in accounting from the University of North Carolina at Chapel Hill and a master’s degree in public administration from the University of North Carolina at Greensboro.

As Treasurer of GFOA, she has been responsible for overseeing the organization's finances and investment portfolio, as well as working with government finance officers to ensure they are adhering to best practices in financial management.
